We were not able to open Oracle forms in IE 8 initially but as we did below changes, Users were able to open all forms, there are other workarounds to fix this issue.
Go to Tools -> Internet Options -> Security Tab -> Select Local Intranet -> Press the Sites Button ->
Press the Advanced Button & add the URL here
